Once again God works through the weakness, not the strength of the people--he had to a lot of convincing of Gideon to make him a reluctant leader, though in the end, Gideon did well. But again, the next generation falls apart. Lots of selfish decision-making rather than wise leadership is apparent among other people, as shown by leadership, following, serving, number of wives, rivalry between tribes, etc.
