The new heavens and new earth will be the culmination of God's kingdom with no constraints, which also means there will be no sin, pain, mourning, crying, etc. There will be no thirst, no regrets, complete satisfaction in the presence of God himself. According to Jesus, this will take place "soon", which might not agree with our definition of soon, but implies a need to be prepared at all times. Those who are on God's side, who know him, who demonstrate with their lives that they are about his business, will be welcomed. But there is no doubt about the non-inclusion of those who are evil. Justice will be accomplished and eternal life will begin in earnest.
